In 2000 the Ministry for the Environment published a discussion paper titled "Bio-what" to promote a discussion on the most effective ways of promoting Biodiversity. Federate Farmers Northland asked Owen McShane to prepare a response which focused on the need to protect and promote private property rights. The response also challenged the presumption that the benefits of biodiversity seemed to accrue to the nation at large while the costs fell especially heavily on the poorest communities such as those in the Far North. This paper was the response.
