"RMA shake-up needed to fix late consents",
says Minister for The Environment.
Note: This release from the Minister is full of useful information from the just published MfE report on Local Authorities' administration of the Resource Management Act. While the data is not totally reliable the trends are clear and the Minister is correct to draw attention to them. For more detailed commentary the Centre recommends readers go to the MfE web page at: This reporting and commentary is a welcome sign that the Minister and the Ministry are looking closely at the performance of local authorities and their role in the effective implementation of the RMA. There is no point in having top quality legislation if the legislation is not backed up by first class administration. As the late Karl Popper pointed out, there is no point in having an excellent fortress if it is not defended by properly trained troops. The Centre's own analysis of these figures will follow in a separate Digest so as to avoid "clutter". Our analysis will attempt to make the "ranking" more realistic by breaking the list into groups and making some allowance for the number of consents processed and the resources available to the consenting authorities. The common assumption is that large councils are more efficient than smaller ones. This does not appear to be born out by our analysis. Some of the results are surprising.
